Hey,
to put it simply, you carefully take the seeds (make sure to wash your hands well first) and plant them in the plugs you have in the bottom right of the picture, about half to a whole fingertip deep.
Then, you moisten the plugs just enough so that the surface is damp; be a little careful when moistening.
Make sure to put a cover over the plugs; it can be a glass, plastic wrap, or a larger transparent lid where you can have more plugs underneath. The main thing is that you want to keep the humidity very high at the beginning.
Then, you should see a little seedling popping up in the next few days.
Just make sure the temperatures stay consistent and that it doesn't get too warm or too cold.
