Defoliation and especially "topping" can delay flowering by 1-3 weeks...........I am guessing this plant was "topped"?

Organoman's got a solid point, I've noticed the same thing when training autos. A delay in flowering after topping isn’t unusual, and in my opinion, it’s not a bad sign either. Unless someone drops a better explanation, I'd back his answer on this.
