Hi, it looks like a parasite, specifically leaf miners, to be exact the larvae. They create the typical damage pattern associated with leaf miners, the mining tunnels. The larvae of leaf miners have a unique way of feeding through the affected leaves, as they mine through the leaves.
You can combat them with parasitic wasps if it's outdoors.
Or with nettle juice, they don't like that either. Nematodes are also very good; you can use them indoors and order them online.
What also works, but I'm not a fan of, is neem oil. If you use it, don't apply it on the buds and not before harvest.
