Foxtailing or no? These tops look ok?

I feel like something is off with these tops, is this early foxtail? Light was too close initially but has been raised a few inches, they have been accepting high ppfd but did i go too high? should i drop PPFD 1-200? Just finished 4th week of flower.

I’m running 2x Kind Led xL600 series 2 lights and seen people running much much lower hanging heights than recommended (18inch instead of 30inch) and wondered if anyone has any PPFD or PAR readings at anything lower than 30inch or any reasons why they run them lower.

light dilemmaWhen shine only with flower light, i reach 20,000 lux units in the buds area. But when i turn both lights on at once, both the growth and bloom spectre, the lux units increase to 65,000. Bent and twisted leaves with brown marks in 3rd week of veg. What's wrong here?
