That looks like a spider mite, damage to the leaves will help confirm it. Its normally tiny little white specks on the leaf. They like to hide on the underside and make eggs and feed, once they are bigger they can make webs to get around easier. If its in veg. nuke the fuckers with some sort of pesticide. ones containing Permethrin are great for mites. Thrips tend to be in the soil and then on top of the leaves not their undersides in my experence. Any leaves removed should be bagged and binned immediately or they could spread to other plants/gardens. Don't compost em. Burning them also works to kill the little shits. Their are other options then Permethrin, like predatory mites but they can be hard to find. Check out your local grow shops for some.

Because it’s underside of leaf I wanna say yes, but it’s not. Pretty sure that is thrip nymphs. Best way to rid of them is predatory mites, but have a look at “Spinosad”
