It's best to wait until the stretch is over, then you'll know exactly which shoots have potential. I think day 21 in flowering is a good day for that. You can check out my grow, I did it this time on day 14 and that was too early.

Your plants are only young and not very tall. At this point it's not called lollypopping until it's a mighty bush and then turn it into a lollypop shape like we do with apple trees to get all the energy to the top of the plant and not waste it growing fluff, at your stagehere now take the leaves off that are touching the soil so they don't mold up and watch her grow and minipulate accordingly, don't go around cutting tips or fingers off leaves your asking for trouble, sitting on the fence cutting leaves in half is ridiculous, either commit or don't but leaves are over rated lol to a point, is your not growing outside normal rules don't apply, whatever you get told. The basics are still there but threw minipulation the plants thrives better than left to it's own understanding, outside thinking not inside savvy..

you can take some of the low, low stuff off just to incentivize more upward growth if you want from a hormonal lever's perspective you are asking this but i see some fairly clean clean topping being conducted? is this an ad for your topping

I see no need to cut anything off the plant if the leaves were a little droopy or you didn’t have room with a lot of plants you cld cut the tips off the large leaves but all your new growth is not being blocked by leaves so your good
