Is a fan and filter imperative in a grow tent?

I have a spider farmer lamp, a mars hydro tent and no fan or filter. the temp in the tent is okay but my little plant doesn't seem to be growing. I'm not over watering and I grew in the same medium outside in the summer. Help!
