Hey El-Ecko, don't lose hope just yet! She is definitely small for week 4, but cannabis plants are incredibly resilient. The combination of a cold outdoor start and trapped roots has just put her into a state of severe stagnation.
The fabric netting on those peat pellets/plug cells is notorious for trapping roots if it doesn't degrade fast enough, essentially keeping your plant "rootbound" in a tiny space and preventing it from absorbing nutrients from the final pot. Since you haven't added any fertilizer, she is likely running on empty now, which explains the pale green color. If you can very carefully carefully dig around the base just enough to snip or tear away that fabric netting without destroying the main root ball, it will help immensely. After that, make sure the soil warms up, give her a very light dose of vegetative nutrients, and she should finally start to take off.
