Needs flower

I'm fairly sure it's legal for residents to buy from set stores but not tourist. If your just holidaying there then find a shop that sells it and wait for someone to see if they can sort you out with some. A bit like in the 80's where I stood near the local off-licence asking people to buy me alcohol.
