@Patricia_Zamnesia, it definitely depends on the company, lot of seed banks just send to us without any issues. Using dhl or FedEx, you only need to paste the invoice on the outside of the package (and send copy to the receiver) indicate also the id card number (DNI or NIE) and thats all, seeds are legal in spain, they are a souvenir. I always received them without any issues if you just follow the steps. So as mentioned its due to the company who prefer to dont make themselves crazy about a small island which generates less revenue 🙌
