I might be wrong, but I think the main issue is, that I had roughly 4hours of direct sunlight on my balcony here in summer. I have moved my other outdoor plant asap into the light of our new apartment. It will not grow big either, but the light is a lot better (roughly 8 hours of direct sunlight in October compared to 4 hours in summer) and since then the buds are growing a lot better. Unfortunately too late now. I have big hopes for next year :)
