Powdery mildew can effectivly be removed by treating the plants with a vinegar and milk recipe as long as they are not flowering yet. This case seems to be an overdose of calcium reducing the plants ability to uptake some nutrients such as phosphorus, potassium, magnesium, boron, copper, iron, or zinc. The white lines show an defficiency of Magnesium due to excess calcium and can be fixed by flushing and lowering the nutrients until recovered.
