Just gave my plant 700ml of water and still no run off ?!

Anyone know how much water I should giving a 3 week old plant in a 5 litre pot? I've been putting 500 ml in but having no run off is this wrong?

@Jeff123fish, cheers dude, its about 6-8 inches away man! Can hold my hand under it for well more than 10 secs and not feel a thing

@FAST_BUDS,thanks for getting back to me! It's not to hot man as using leds and not producing hardly any heat and watering is deffo not a issue so maybe the the root problems you say? Any ideas how or what I can do to see this?
