You can start the LST now - just use something soft like a soft garden plant tie or a pipe cleaner - something that is bendable and can be used like a garden staple. Just lay the plant over as far as you can without breaking her stem ... this will expose the bud sites to full light and allow them to grow as colas. You can do this multiple times... some folks keep doing it so the plant is in a circle.
As far as the netting goes, when the plant goes into flower - perhaps 2 weeks into flower, you can use that netting to separate out the colas and keep them even in height... it's called scrogging.
