Gottagrowsometime is spot on here... that soil looks TERRIBLY dry... you need to be giving it more water AROUND the seedling to encourage the roots to spread out and grow. If you want to start feeding it, I would do it only very slowly - like maybe 1/4 strength - but give that poor thing some water and water DEEPLY... then make sure the soil dries out before you water it again.... For an idea of how the roots grow, I grow in DWC so I can actually SEE the roots as they develop... my little Pinky's roots just hit the water when she was 5 days old... therefore, the root that got to the water was a good 4-5" long.... Roots grow to find water....

Jo3108 Fourth week, it's starting to take off a bit but it seems to me that it needs something more or it's lacking something, today I'll put in supplements for the first time (Atami soil A + B), so we'll see if it perks up.
