Both can damage the roots and should be taken seriously. Fungus gnat larvae are white with a black head and feed on young roots. Root-knot nematodes are even smaller, transparent, and also harmful.
It could also be harmless springtails or beneficial predatory mite larvae — it depends on how they look and move.
