Please tell me, what is this material in the tray that looks like polyethylene? Is the water supplied UNDER it? What's the point?

@Nftgrower, I get what this system is about, but I thought the solution just flows through the tray in such a system, and it seems like you have some kind of transparent material laid down on the tray, or is that roots???
