I would focus on transplanting the plants in the smallest pots first and only start topping when the plant is 30-35 cm high and has at least 5 internode. Topping slows and even stops root growth temporarily and the 3rd week should be the moment where the rootball develops the quickest. So ... be patient ... :D

Are you growing outdoors? If not the winter shouldn't affect them :) If you are bringing her in and out make sure you haven't had frost yet, frost will kill her most likely
