Move your light closer. If it's just a fluorescent, she can be just 10 cm removed from the light.
It would be much better to use your HID right now though. She is way too small for 13 weeks of vegetation.
If you transplant, try to bury a lot of the stem, then move the light or add the HID. Right now she's too spindly and could potentially collapse.
