Plants in its 4th week of flower I veged for 8 weeks its 23inch tall, about 20inch in width, isit normal for the buds to be this small, i have a few that look like hairs and no bud, I'm flowering for 9 weeks but I assumed the bud would be abit bigger by now... FIRST TIME GROWER!!

A good flower takes minimum 6 weeks in your case 2 weeks more.. so iam pretty sure your buds will fatten up . They wont be sooo big because of using only 5 l pots... you know big pots, big roots, big Fruits. So stay patient and you see every week the flowrs stacking. Because of having only a few informations and pictures i cant say any more than this.
