Hi there! They look like aphids so lady bugs would be the best option 'cos they love to eat them. Insecticidial soap, neem oil or spinosad solution works too against aphids but needs many treatments. Lady bugs are safest option and they work and it looks cool when the bugs are working for you in the bushes!
