Probably because of the pot size.

This plant won't give you much, maximum 2g. What you can do for your next grow is get a bigger pot, bigger pot=bigger plant, if you have problems with a limited vertical space don't get a pot too big, about 12liters will result in a plant about 130cm/150cm and invest some money into a "biobizz all mix" or "light mix", but you should go with the all mix because you should use nutrients on the light mix, and get a ph meter to measure a ph between 6 and 6.5 to water your plants with good water, or you can just get bottled water, it says the ph on the bottle. Make sure your grow room is ventilated and you have fresh air going in the room, don't just ventilate from the grow room to the room the grow is in because the plants need to have fresh air to grow well. Its suposedly normal at week 7, but it might be lack of nitrogen, it may even be one of the reasons why it is so small.

I think that is nute burn + lack of nitrogen + root bound + possibly overwatered and underwatered. And click the "ask question" button only once there is also something wrong with yout browser.
