It will be a ok! Maybe a little stunted, but it will grow! I once had an outdoor autoflower get eaten by a mouse and looked like a seedling toothpick and still had 1.5 ounces harvested 3.5 months later! They are strong little plants! Good luck!
It seems that the soil is not in good condition. It seems to be very humid and has little aeration.
This is one of the possible reasons why plants are not growing well.

Ec should be fine i guess because if the tds is right the ec should be fine.
The meter tells both ec & tds readings.
Soil is a new batch
Take a look at the base soil mix 10 gallon batch
3 gallon coco
1.5 gallon compost
1 gallon cow manure
0.5 gallon earthworm castings
2 gallon perlite
1 gallon soil
0.5 gallon sand
And super soil mix 10 gallon batch is this
3 gallon Coco 30%
0.5 gallon worm casting 5%
2 gallon compost 20%
1.5 gallon Cow manure 15%
3ย perlite 20%
1 cup egg shells
Half cup Epsom salt
1.5 cups Blood meal
1.5 cups Bone meal
1.5 cups Fish meal

Hey brother.
If I can give a bit of advice for next grow.
Start your seedlings in a peat plug and when the roots push out the sides the transfer it into a solo cup (with holes drilled in the sides and bottom) full of COCO.
I dont grow with coco I grow with promix hp.
But I find to get my plants started coco is the best substrate. You cannot over water. The water drains. It has more retained oxygen for your roots. And the substrate is nice and loose and chunky so your roots can stretch without any resistance.
Once the roots hit the side of that you can put it in your final 5 or 7 gal pot of super soil or whatever you choose to grow with. Its given me great success.
