Yes, bring your lights much closer, about 12-15 inches should be fine with those 41 watt LEDs.
I agree too, they look rather thirsty/dry to me. You should be deep watering to run off each time you water then waiting until the top inch and a half has dried out, then deep watering again. Try to keep an even moist condition and water the whole pot from edge to edge, as this is where the roots will be heading, but will only do so if the substrate is moist. Deep watering is the only way to ensure the substrate is wetted, from top to bottom, as again, this is where the roots will be heading, and obviously they won't make growth if there are dry patches down deep or at the edge of the pots.
Deep watering also helps to prevent nutrient salts from building up to toxic levels.
It is much better for your plants to get a deep and thorough watering every few days, rather than a little bit of water frequently, which will encourage shallow roots that provide poor "anchoring" and poor nutrient uptake. You need your plants to develop deep and wide root system for best nutrient absorption and stability.
Also, there seem to be a couple of weirdos, it will be interesting to see if they make it.
