Dreadful root, water and nutrient competition from the other plant growing in the same pot, causing these seedling all sorts of grief.
Perhaps digging up the seedlings very carefully and transplanting them would be what I would be doing.
Also using a soil mix with a lot less bark, chips and coarse material will help.
Companion plants should be grown in separate pots, or if desired as an under planting, not introduced until the cannabis seedlings/plants are well established.
The plants (clover?) that are already well established in the pots have no doubt by now consumed a lot of nutrition from the soil, leading to these seedlings struggling.
If these are auto flowering plants, you may have already hindered their progress too dramatically and starting fresh seeds could be your best option.
For proper and fast growth, you need to plant your cannabis seeds in fresh, healthy soil that is free of any competition, as witnessed by your other seedling growing in its own pot. You also need to use a premium soil mix and not just any old dirt from down the back of the garden.
