Go to 18/6 asap, all plants NEED sleep to finish their photosynthesis cycle and to have a correctly functioning metabolism.
A plant with an incorrectly functioning metabolism is likely to do weird things.
Growing at 24/0 is a big, big, big mistake in my book, no matter the age or reason!
Don't worry about feeding them yet, they need to be transplanted asap, any longer in those tiny cups and you will stunt them.
The small one will be just fine, each plant has unique genetics and will grow to its own "program", even if they are all the same strain.
If you are growing in soil, they will not need feeding for 2-3 weeks after being transplanted.
Transplant asap, the roots will already be getting crowded.
