It sure looks like it... the Top Max is probably the culprit here as it has a lot of nitrogen in it. Since they're in flower, you need to be giving them some bloom nutes as well! Cut back on the Top Max before you get a calcium deficiency, add some calmag just in case and start your bloom nutes!
