She still has a way to go so it's not plant cycle changes. I'd check the pH "runoff", she appears locked of of the nutrients.

For a 3 week vege they are about right size? vege longer = bigger plant.
paling tip-in? mostly bottom-up? probably needs a bit more nitrogen. i wouldn't do anything too drastic. slow progression requires a small change.
