Will my seedling recover

Fuck it off, life is too short to grow "maybes"!! Some seeds just don't make it. Why do you have the white stuff covering it??

Hmmmm I've had this. Some times it can be crippled as the leafs that matter are all mutated and crimmed up. This may affect them during there trans from seeding to veg. Me. Just redo it mate its early. Keep thos and follow its progress everything you can take in every plant is knowledge to help you down the road.

They all have some sort of potential till they are dead. I have found that these runts that have had a rough start typically do not turn out to be much and are always lagging behind. If you have time to nurse it and give it plenty of time to grow then yes, it could turn into something. If you are keeping it with other plants the same age, it will likely always be the runt. why is there a fabric linner over everything? It looks like their are other cannabis plants growing in the same pot. They are going to be competing for root space. Not ideal. Best to get it in its own pot with some good airflow and no fabric liners on top of it. Better to dim the lights or raise them if its to much for the plants. But maybe that not an option. Good Luck!

Yes it will likely recover. This usually happens when there is too much nutrition too soon. So the soil is too hot. The dark green is the give away. I am dealing with a seedling I did the same thing too.
