You can still pick the larvae off the leaves individually at this plant size. They are slightly yellowish/brownish, about 5mm long, and leave these bite marks. As soon as you start moving the plant, they often hide on the underside of the leaves, along the leaf veins, and snuggle in there. At the latest, two weeks after the flowering starts, you should also stop using neem oil so it doesn't get on the buds.

Spider mites will leave webs. Most likely aphids or thrips or another sap-sucking pest. Thrips and aphids or other sap-sucking insects do not live in the soil, they live on plant leaves. It has nothing to do with house plant pollen either. Washing/treating/changing the soil will do nothing to help.

Looks like thrips to me. Check if you find any brown elongated critters on the leaves. Neem oil should help against that. You can get it at any garden store and it's not toxic. It prevents the larvae from molting and they die over time. It's also a good idea to get sticky traps.

Also if you've any houseplants tat have pollen sacs near this could be the source. So you wanna treat your soil and wipe your leafs down

They look like thrip marks Its definitely a bug Best thing to do will be a strip down. So rid that soil. Quick h202 bath (,or just a bath riding yourself of that invested soil Or do a long process of killing them slowly. But ad thy in such small pots id redo the soil I've not had em. So maybe somebody with experience can help more. But a soil change will be quicker as I've read if it's soil pest related.
