after you add nutes.. because otherwise you could cause yet another shift in pH.
5.5 is a bit too low, especially for soil. You'll start to lockout Ca around there, so best to stay above that. 6.5-6.8 is good for soil nutes.
If you use soilless/hydro nutes (100% plant avaialble 100% dossolvable), then you'll want to be aroudn 6.0 +/- 0.2. It's good to give a little room for error than try to hit "5.5" or wahtever target is in someone' head. A tenth of a pH or 2 difference will be nearly immeasurable in effect for any non-commercial scale grow.
