Those are flowers.
preflowers are single calyxes you'll find near the base of a branch. they don't form a larger flower, they remain single calyxes. If you still have symmetrical growth on your pant, then there will be 2 at each growth node for each potential branch. Asymmetrical growth - just 1 at each growth node.
You've been in flower for 10-14 days, probably. So, something is wrong here. Either you have bogus information/product from breeder or it's getting long dark cycles already at least once and probably more. Hope it's been getting it consistently as opposed to a 1-off event because then you won't have to deal with a re-vege.
This stage of flower development does not happen overnight. Was there any mistake in lighting? double-check timers. Maybe, you got a pack of autoflwoers by mistake and 4-weeks or so would line up well with this level of development, if that is true.
