Giant autoflower with slow flowering

I have this automatic CBD plant from FastBuds, which is now 95 days old. It has grown much more than expected, and the flowering process is very slow. This has never happened before. Does anyone know if this is normal?

Could be it needs less hours light, iv had a few autos iv ended having to switch to 12/12 to get them flowering properly

At first when I saw this set up I couldn’t figure out why this set up wasn’t working.
I think you your limitations are down to your lighting. Those neon lights just aren’t powerful enough to promote great bud growth.
I don’t know how much PAR or micromoles those lights are pushing but I doubt it’s pushing anything close to 900 PAR/PPFD. Which is close to what you should be pushing during flowering. CO2 supplemented grows can even take up to 1,200 PAR.
Also your light doesn’t look like it has any red spectrum light. Which definitely helps in bud production.
Anyway that’s just my observations.
