I was also able to move pictures around a few weeks ago. But I can’t now. I think OP has made a good observation.

It is worth a try on a desktop/laptop if you can. the site is a bit funky since the update 8-9? months ago. it might work better next week or next month, who knows.
I haven't updated a diary lately, but a few weeks ago i was able to move stuff around.

I manage GD from my phone. I just tried to shuffle pictures and I can confirm that I can’t shuffle any more. So it seems that feature is gone.
