Yes, they are pre-flowers with white pistils/hairs.
Flowering proper should start in about 2 weeks.
Keep going with "grow" nutrients until there are small "tufts" of white pistils or "budlets" starting to form, cannabis still needs adequate nitrogen in early flower.

the white hairy things are. This is when they appear, if not old enough to do so in vege phase. Expect tufts of pistils at the terminal buds, shortly.
it's slow and boring as usual, then the plant changes rapidly and stops vege growth (elongating stems and leaf growth), then it's slow and boring again waiting for it to ripen.
