If your EC reading is correct. EC in at 1.0 or 500PPM and out at 4.0EC or 2000PPM that is a lot and likely the issue. Ideally your EC should not be going above 2.5 or 1500PPM PPM raiting is based on the NA scale of 1EC=500PPM, some other places use 620ppm or 700ppm to 1 EC Granted if you are getting the first bit of runoff it will always be higher on measurement. Should wait till the first bit of runoff comes out then measure mid stream. A small flush is all it might need if this is its only issue. I don't see a big problem with PH. 6 should be ok. Soil manages its own PH fairly well most times. Its an issues when it drops below 5.5 or goes above 7. My range is 6.2-6.8 I try and keep it there so if it drifts a bit its still in a safe zone. If you wanted you could boost yours upto 6.2 but don't do that till you first figure out the EC issues. double check your PH pen and calibrate it to ensure the numbers you are getting are correct. or get duel read strips as a backup. they have as many as 2 or 3 colours to match up for easier identification of its PH.

4EC is fairly high even for soil... probably nute-lockout.

from look , i would bet on ph meter beeing wrong, it should be ph in range 4.0 to have such look. your ec reading could be influenced, that you collect it wrong, take first run off or use not clean plate to collect it for measuring. double check those 2 points.
