Looks like it could use some more ripening as the trichoems are clear/glassy vs cloudy/plastic-looking.
Foxtailing could be gentics or possibly a little low on light throughout process.. if it is the latter, it my take a bit longer than expected to mature? just trying to guess to make sense of it. 16weeks is along time.
in either case, it's not too far off. the longer white pistils only seem to be on the tips of the foxtail spirals - doesn't account for a large proportion of the buds. if you think there's a risk of infection from wet weather, it becomes a case of weighing risk. 1 day of rain doesn't seem too risky. maybe shelter it from rain or put a fan on it after the rain stops...
