yeah it could be white powdery mildew(WPN) would not take any chances and just make THC oil from the buds, good luck

might be WPM, but looks a bit to dense, could also be some shit of a bird?
Pluck any leaves with it on and bag em right away. if you have any IPM for WPM, use it.
