Her are more pictures again the question is it time to harvest buds on the bottom are still so small but the top are amber or more than half

i think in last phot i see many bananas and few balls. think your plant went hermie. speaking about development, part chop is worthless, better start new grow and use that time to grow big nugs, instead of trying for popcorn to mature ..

size isn't the key for lowers -- ripeness is. They will not get bigger at this stage as far as adding more layers of pistilated calyxes. It can get riper/fatter but not going to grow larger than they already are. can't see the buds and you need a scope for the trichomes when you get to that last 7-10 days to determine the harvest date. Even that depends on your personal preferences as to how much amber do you want to see across the plant? if the calyxes are fat and plump (pistil will look short or even coiled up), then it's time to start scoping the trichomes. You can read the plethora of suggestions for X% amber. if you like sleepy buds, let it heavily amber up all over. Buds near top often be more ripe than buds below. Excess light on top colas can exacerbate that gradient too -- when the top colas turn purple but the rest of the plant does not (i.e. not genetics), that is caused by a bit too much light / bit too close to light for those top colas. These buds are fine. may even be a good thing if there's little to no negative effect and provides greater light to lower buds... i'm not saying one way or the other is "best" just that it's beyond the capabilities of the human senses to evaluate it. it's a maybe, either way, lol. Staggering the harvest is no miracle. you won't get much better buds down below by providing a few more days of light -- out of 8-10 weeks of lower time it's such a small percentage of the total that nothing major will be improved, but in an effort to learn your preferred harvest point, it's very much worth it. anyway, once the buds look like buds, start to scope the trichomes. can take some buds early and leave the rest to ripen more or leave some buds to ripen more after bulk is harvested -- you can test multiple harvest windows to learn how much amber you want to see to trigger harvest. Or, takes 3-4 grows to figure it out, doesn't matter which. drugs can affect people differently. look at Nyquil.. some fall into deep coma, others get hyper. you really need to learn this last part through doing it.

Firstly, always post pictures taken in normal white light, it is impossible to see any detail in pictures taken under grow lights. You can harvest the entire plant, there will always be smaller under developed buds down low..........thats life. Partial harvests don't work in my experience, the buds right now always turn out better now than any left to mature even though they may seem under ripe. It seems removing most of the plant causes weird things to happen and any remaining buds left to after ripen just don't get what they need and never turn out as healthy as they could be or that you want them to be. A complete harvest taking the good with the not so good is more time efficient too.........you can waste 2-3 weeks waiting for the second pick to ripen and when they are ripe enough, just don;t have healthy trichomes any more and end up a waste of time. I have tried partial harvest many times over the last forty years and in my opinion, they just don't work or are worth waiting for. Just harvest when you are happy with the maturity of the bulk of the flowers.......a few grams of under developed and under ripe small buds is nothing to worry about in the big picture............give them away, someone always appreciates free buds, no matter the quality.

You can harvest the top buds first and let the bottom part mature a couple more days. But i will tell you they wont get much bigger doing so. Thats why Lollipopping under led is important since lights don’t penetrate as far into the canopy. Cleaning out the bottom part of the plant till week 1-3 in flower will let the plant direct all its juices and hormones to the tops that have good light exposure resulting in increased harvest and quality

Or harvest complete and make some butter etc.with the small ones. Not all Buds get ready the same time, that's normal

As Green_claws said, you can progressive harvest, meaning chop the ones that are ready and leave the other to finish. This helps prevent over ripening the top buds while waiting on bottom or cutting bottom when they aren't ready to be cut. They will continue to ripen, however will not get bigger. Best of Luck!
