Has my Tangie Matic autoflower matured, and is it time to harvest? Also, why is the plant so small?

I would give it another 7-10 days to fully ripen. Without a diary and not knowing what you did or did not do, it is impossible to say why your plant is not larger. Bad/inadequate lighting? Heavy defoliation? Poor nutrition/incorrect feeding? Problems with pH? Cheap, poor quality soil mix? Cheap, poor quality genetics? Poor grower skills? Any of the above or a combination of a few of them can all lead to less than expected results. However, autos are notorious for being poor yielders, especially for new growers. Try photoperiod feminised seeds next grow, that way you control when flowerig occurs and you can wait until the plant is of a decent size first, rather than growing autos which flower whenever they think the time has come.

Looks like you defoliated too heavily. That would be part of it, but mostly genetics. the defoliation reduced it from genetic potential. not all plants can grow donks. I can see through your canopy, so a ton of light never hit the plant. Scope the trichomes to determine a consistentn harvest window - that way you can test different points early to late and determine what you prefer with the least amount of trial and error. 10% amber? 80% amber? something between? It's fine to read what others feel on the subject, but in the end it may effect your body slightly differently than someone else's. In general, the more amber you see, the 'sleepier' the high will be.

its ready, and prob small because its an auto. if not plants grow to their size based off of the pot they grow in.
