After 1 week, the seeds germinated but the roots did not develop. What should I do next please help me

This has happened to me a few times too and think like Mouse said, it could have gotten a pathogen on it and as it pops it gets attached and rots.
I have heard of people hydrogen peroxide to sterilise the seeds before germinating to stop that from happening, but never tried it myself.
That seed is unfortunately gone, but you can try H2O2 on the others if you have any more.
Also keep the paper towel only slightly damp after the seed pops.
Too much moisture can also cause the seedling to drown and rot.

Not all seeds make it, might be a dud :(
I had a whole pack of seeds from one breeder crack and a little root tail popped out cuz it got moist but was not alive in anyway. They all turned to much in 24hr and had a rank smell. Something happened on the production of them or the transport to me. maybe they froze? or where coated in a bacteria/fungi that infected them.
Try the other ones and do it simple, plant in the substrate with a small watering, keep it warm. Or just soak in water for a bit then into the substrate. Asking for more issues once that baby root is exposed.
