That's not from pests.
neem is ineffective if it is "clarified" or otherwise missing the active ingredient, which is often the case. My state doesn't allow the sale of 'real' neem oil. An 'uncomfortable' environment relative to a pest won't do much either.
pyrethrines are a good option - kills on contact.
Nothing is 'safe' to use on flowers, if/when they exist no matter what the package says, FYI.
interveinal chlorosis with spots does point toward Mg deficiency. If the plant is not old enough, it's more likely something else. Mg issues take 30+ days to be visible from the point it was deficient. This plant looks too young for that. How it progresses will help eliminate possibiities.
