Depends on if UV even has a measurable effect, which at this point is yet to be well-proven.
trial and error.. you see damage, use less.
strongly suggest you have those lights on a switch you can turn off outside the tent instead of exposing yourself daily to UV everytime you look inside the tent. seems like a lot of risk for a maybe.
if they do work, you only need to use them in flower.. the idea is that the response from the plant caues more trichomes to form... not something to worry about in vege phase. it provides zero PAR/ePAR to the plant, so don't treat it like a grow light. it's supposed to slightly hurt the plant and cause a net-positive response. Doing so in vege will only allow the plant to develop resistance to UV then it's effect is nil as shown by field tests (plants in a field outside...).
