100% genetics that determines if a plant (not strain) is able to foxtail but if it is able to foxtail the environment can play big role.
Foxtailing plants can be divided into 3 categories
1. Plants that never foxtail
2. Plants that foxtail IF the environment triggers it
3. Plants that always foxtail
The plant in the picture isn't foxtailing, it's just building bud, which is what you want it to do :)
Foxtails are as the name suggest very long flowers shooting out from the main bud sometimes making trimming near impossible. Many landrace sativas foxtail like crazy.

Yours look more knobby than foxtail... That turns out fine even if the cola isn't as pretty... When it's a larfy spiral of trash, that's no good.
There many factors like heat, light, Rootzone or vdp
if you cant exclude all those factors it can be genetics
