jiffy is too acidic.

Keep it simple. Use small seedling pots. Fill without compacting too much - keep it fluffy. Water. Compress a hole 1/2" deep. Place seeds in sideways - that way you don't have to remember which way it opens or care too much about it, lol. Cover from sides and gently tamp down. Use a humidity dome up until they sprout. This will ensure you don't have to water until after they sprout.
If in a cold environment, a heat mat will improve consistency of germination/sprout times. don't be cheap. Buy one with a soil thermostat probe or it is useless - set to 76-80F. Once they sprout, remove dome. Water as the top starts to dry, but don't let it dry "1-inch" deep like you would with a larger pot of soil and a more mature plant. If you get a little algea or growth on top of soil at this stage, it's sometimes inevitable.
ph-balance the water to 6.0 for soilless and 6.5-6.8 for soil.
not sure what charge comes in happy frog but as long as it isn't significantly higher than 1.0-1.5EC, probably not the cause. Could be old seeds? could be poorly ph'd water. could be a lot of things. Dial back to a simple method... eliminate possible causes for an easier conclusion.
I use pro-mix hp or bx which comes with a ~1EC charge. Never had a problem. happy frog is a light mix, i believe? I'm not a fan of FF products, so i'm not super familiar with them, but I have germinated in FFOF + added perlite before and it was fine, so seeds are fairly resilient, but still good not to push it with hot soil.
