Generally the ratios given on a nutrient bottle reflect the concentration as recommended by the manufacturer for hydroponics solutions, as an artifact from the birth of many of the original nutrient lines. This can be a little daunting when adjusting the nutrient lines to soil. In general for soil, one would have an idea of how much solution needs to be made for the plants (based off experience with the medium, pot sizes, and desired runoff percentage) then mix that amount of solution per the ratio on the bottle. The same solution you would mix for a hydro solution will be your feed water.
It is nice to keep in mind that many manufacturers recommend egregiously high levels of macro nutrients. In fact, modern hemp research has corroborated that cannabis is a particularly heavy feeding plant but has also proven that this is not true to the degree of most nutrient recommendations. I personally always come under the recommendations (for example, if I have a 10 gallon hydro reservoir I may mix enough nutrients to have made 4 or 5 gallons of manufacturer strength solution).
As far as concentration with soil, as long as the plants are uptaking nutrients and not showing any major deficiencies or signs of lockout then I wouldn't play with the concentration. Start low and increase from there. With hydro-tek you could probably get a little more creative with nutrient scheduling.
