DLI is not determined with a tape measure. its a calcution based off of how long your lights are on and now intense the light is.
Its easy to get a ball park range of DLI using the lighting manufactures PPFD maps. I aim for anywhere between 30-35DIL , They say 40 is upper limit and after that you would need to supplement CO2 before the plant can utilatize it.

How accurate Photone is would depend on your phone's hardware. However, for most of us, its close enough to use as a reference for setting your lights. Yes, DLI does matter. So does VPD and the ability to change that over the course of your grow. The two working together will give you an abundance of mouth watering buds.
