It looks like everything is fine, and yes, there will always be smaller buds. If you want, you can start cutting them so the plants put their energy into the bigger buds, or you can just leave them, it's up to you. I always try to remove the leaves and buds that are too low and not getting enough light anyway. Other than that, they look good.
