Soil is too hot/over-fertilized for the seedling, and you can actually remove the plastic bottles as soon as you see something coming out of the soil, or even better, just leave them off completely.

if no internode is developing, reduce light until it does, then the plant will likely need more light once it starts to mature a bit. Allow internod development to guide ramping up light early on until you get a plant that can handle 'full' dli that your evnironmental variables allow. observe and react to the plant, don't have some pre-ordained process, though it should be more consistent than not.

Could be due to several things – either root problems right after germination (e.g., too moist, compacted substrate), or just a genetic hiccup. With autos, even minimal stress is often enough to make them stall. Honestly: it’s not going to recover. It won’t catch up – even if it does grow now, it will probably stay tiny and hardly be worth the time. If you have plenty of space and no issues with the light, you can leave it be – but from a harvest perspective: better to make room for something new.

Looks bad, I think you'll have to dispose of them, sometimes that's just how it is, the exact cause is hard to say, either weak genetics that they got or a disease. Do you take the bottles away from time to time so they can dry a bit? If not, do that because standing like this can quickly lead to diseases that thrive in high humidity. Replace them with a new one, it's annoying but that's just how it is. The other 2 look good.
