In the early stages, the plant has a very tiny root system that needs plenty of oxygen. When the soil stays too wet, the roots can’t get enough oxygen, which severely stunts growth.
Next time, I’d recommend watering much more sparingly. It’s better to give something like 30 milliliters per day rather than pouring in 500 milliliters at once — that would be far too much for a young seedling. In this case, less is definitely more.
Also, it’s helpful to place a humidity dome over the plant in the beginning — like a clear plastic cup. This keeps humidity levels high during germination, which is essential. Just make sure the soil doesn’t stay overly wet at the same time.
If your plant is already three weeks old and has been stressed for that long, I’d honestly recommend starting over with a new one. It’s unlikely to recover well at this point. A fresh start with proper watering techniques will probably give you much better results.
